« Il y a « citoyens » et « citoyens » semble-t-il. D’un côté ceux qui ont participé historiquement, de façon plus ou moins réelle, idéalisée ou fantasmée, au contrat social originel, qui partagent la culture homogène commune et qui, dans la psychologie collective, font bien partie de la société. Ceux-là semblent avoir naturellement droit aux mêmes droits. Puis il y a les autres […], qui peuvent être certes citoyens mais dont le statut n’est pas identique, ils sont encore « eux », à l’extérieur, « une minorité » alors que le concept de « citoyenneté minoritaire » n’existe pas juridiquement. C’est un statut psychologique : ces « citoyens » doivent encore s’intégrer, prouver […] qu’ils sont à même de faire vraiment partie de « nous ».
On a ainsi créé un nouveau type de citoyenneté pour ceux à qui l’on ne fait pas entièrement confiance (dont on se méfie clairement) et celui-ci ne se satisfait pas du seul respect de la loi : ces […] citoyens […] auraient d’ailleurs tort d’exiger l’application égalitaire de la loi car il est « normal » que des exigences supplémentaires soient établies vis-à-vis de ceux dont on doit vérifier « l’intégration » et « la loyauté ». C’est ce que le jeune sociologue hollandais Willem Schinkel a appelé « la citoyenneté morale » : il n’y a rien de légal, rien de véritablement formel, mais on a établi une sorte de liste de ce qui est attendu d’un [tel] citoyen […] pour qu’il obtienne un statut complet. Au-delà du respect des lois et de l’acquisition de la langue, on n’hésite pas à faire des intrusions dans sa vie privée, à questionner ses coutumes, sa façon de se vêtir ou d’éduquer ses enfants, etc. Rien n’est clairement dit, tout est dans l’informel mais cet informel de la « citoyenneté morale » ou de la « citoyenneté psychologique » a des conséquences très concrètes sur les individus : ils ne font pas vraiment partie de la psyché collective et peuvent subir des discriminations dont « la majorité » ne s’offusque pas vraiment. […] Nous ne sommes plus dans l’ordre du droit mais dans celui du psychologique, de l’informel, du temps et de la confiance (en soi et en l’autre) et l’on aurait tort d’en minimiser les conséquences. »
